Ok so of course we are going to be using a picture of Sophia :)
I'm really not sure if this will work with every icon, so you're just gonna have to experiment I guess?

1 Crop your base to 100x100 (duh)
2 Apply a One Step Photo Fix (Adjust>One Step Photo Fix in PSPX, I'm assuming the Photoshops have this feature?)
3 Duplicate your base, set it to Screen 50%
4 Make a new Hue Saturation Lightness Adjustment Layer and set the master saturation to +36
5 Duplicate your base again, drag it to the top and set it to Burn 31%
& you're done!

You will more than likely have to adjust the opacities depending on the icon :)
